能用Xenon人物开局吗

但是Xenon人物没有开启,如何开启Xenon人物，好像与各种话关系小于0就可以开启，我试了一下其它种族关系可以为0以下但是ATF关系一直不变维在8（0%）打ATF舰队只降人类的关系 ，ATF关系不变
